* cleanup: CLI commands should be extending AbstractCommand - also use return constants instead of 0, 1, 2
* cleanup: don't use \XF::db() when we can use $this->db()
* bugfix: don't try and decode json if we aren't sure we have a 200 status code - it might not be valid json and so might fail
